Founded in 1944, the Housing Authority of Lincoln County is a public, not-for-profit community organization promoting adequate and affordable housing, economic opportunity, and a suitable living environment free from discrimination across coastal Oregon. They needed a website that could serve a sensitive audience — rental property applicants, current residents, landlords, and community members seeking assistance — while meeting strict public-sector standards for accessibility and security.
